Rational of the Service:

Due to the Government’s commitment to good governance and in its effort to adhere to the principles of transparency, accountability, equity, effectiveness, and economy in the procurement process, R.A. 9184, otherwise known as the Government Procurement Reform Act, was passed into law. With the passage of this Act., the then Pre-qualification Bids and Awards Committee (PBAC) was changed to Bids and Awards Committee (BAC). To operationalize the BAC in the Province of Sorsogon and thru, an Executive Order. Provincial Governor a Provincial Bids and Awards Committee (BAC) was created.

Who May Avail of the Service:

Contractors / Businessmen / Suppliers and all providers of goods and sercices to the Provincial Government

Requirements:

Letter of intent, bid documents.

Issuance of resolution recommending award to the Governor. The Governor reserves the right to reject any of all bids in the following:
  • Collusion
  • Failure of the Bids and Awards Committee to follow the prescribed procedure.
  • If the award will not redound to the benefit of the Government.
  • In the case of disapproval, the governor will inform the Bids and Awards Committee (BAC) of such actions.
  • The Bids and Awards Committee (BAC) convenes and resolves to a rebid or to recommend award to the bidder with the next lowest Calculated and Responsive Bid (LCRB).
  • If the decision; is to rebid-the Bids and Awards Committee (BAC) will again issue another invitation to bid. If the decision is to recommend to the next bidder with the (LCRB), The Bids and Awards Committee (BAC) will again issue another resolution to that effect.

Governor issue / signs the notice of award. When the Governor signs the notice of award to be forwarded to the winning bidder by the Office of the Governor.

Upon receipts of the notice of Award, the client will post performance security in the form of a surety bond or cash and submit the bond or receipt to the Office of the Governor or the Bids & Awards Committee (BAC)
